My name is Robert Rector. I am a Senior Research Fellow at The Heritage Foundation. The views I express in this testimony are my own, and should not be construed as representing any official position of The Heritage Foundation. Summary The governmental safety net has three basic components: 1) Social Security and Medicare for the elderly; 2) unemployment insurance and workers compensation; and 3) anti-poverty or means-tested welfare programs. My testimony will deal with the means-tested welfare system, which could also be called comprehensive assistance to the poor. The means-tested welfare system consists of 79 federal programs providing cash, food,...

Amid unaddressed concerns, the Portland City Council on Wednesday sent Police Chief Mike Reese back to his bureau to draft stricter policies before allowing police to place surveillance cameras on private property in Old Town and Chinatown. Commissioner Dan Saltzman echoed concerns raised by the American Civil Liberties Union of Oregon when he asked for assurances that police wouldn't use the cameras to peep into private residences. Reese, who wants to put up the video surveillance cameras to help officers monitor drug deals, said "These cameras are not focused on anything but public right-of-ways." The chief, though, did acknowledge in...

The Heathen Rage Against National Day of Prayer
Posted by admin / Under State Farm Insurance
America is in a state of malaise. More than 60 percent of us believe the country is headed in the wrong direction, according to a recent CBS News/New York Times poll. Against that backdrop, people of faith will gather in cities and towns from sea to shining sea to observe the 61st annual National Day of Prayer; to ask God to shed his grace on our troubled land. Of course, not everyone looks forward to todays observance. The National Day of Prayer demeans millions of Americans who believe that reason, not prayer is the way to solve the countrys problems,...

Governor Pat Quinn rammed through the largest tax hikes in Illinois history last year. On January 13, 2011, Governor Pat Quinn signed off on a 67% hike in personal income taxes and a 46% hike in corporate taxes. The result is not what the governor thought. Businesses have fled, more have threatened to leave and Quinn responded with sweeteners. Moreover, Illinois pension plans are still the worst funded in the nation, and the state is still struggling to pay bills. Bloomberg reports Illinois Treads Water as Unpaid Bills Top $9 Billion

Gun restriction battles heat up nationwide(barf alert)

WASHINGTON Despite the scrutiny of state gun laws following the February shooting death of 17-year-old Trayvon Martin in Sanford, Fla., state legislators across the country continue to work on scaling back gun restrictions this session. The Kansas House passed a bill last month to allow concealed-carry permit holders to carry their weapons into any public building that doesnt have adequate security, like metal detectors or security guards, and Oregon pro-gun legislators narrowly defeated a bill that would have banned guns on schools grounds, which included K-12 schools, community colleges and universities. Virginia repealed its statute that blocked residents from...

State agencies, colleges demand applicants' Facebook passwords (Communism around the corner)

If you think privacy settings on your Facebook and Twitter accounts guarantee future employers or schools can't see your private posts, guess again. Employers and colleges find the treasure-trove of personal information hiding behind password-protected accounts and privacy walls just too tempting, and increasingly, they are demanding full access from applicants and students. In Maryland, job seekers applying to the state's Department of Corrections have been asked during interviews to log into their accounts and let an interviewer watch while the potential employee clicks through wall posts, friends, photos and anything else that might be found behind the privacy wall.

Santorum: Separation of Church and State Not Absolute
Posted by admin / Under State Farm Insurance
Presidential candidate Rick Santorum made some controversial remarks on ABC's "This Week" on Sunday, saying former President John F. Kennedy's speech about his Catholic faith made him want to "throw up," and that President Obama is a "snob" for saying that everyone should go to college. Kennedy said, in his Sept. 12, 1960 speech about his Catholic faith, that "the separation of church and state is absolute." "I don't believe in America the separation of church and state is absolute," Santorum told host George Stephanopoulos. "The idea that the church can have no influence or involvement in the operation of...

Rick Santorum: JFKs 1960 Speech Made Me Want to Throw Up (Church is allowed to influence the state)
Posted by admin / Under State Farm Insurance
GOP presidential hopeful Rick Santorum said today that watching John F. Kennedys speech to the Baptist ministers in Houston in 1960 made him want to throw up. To say that people of faith have no role in the public square? You bet that makes you throw up. What kind of country do we live that says only people of non-faith can come into the public square and make their case? Santorum said. That makes me throw up and it should make every American who is seen from the president, someone who is now trying to tell people of faith that...
